蒋胜男的提案建议，开展为期一年的农村精智障女性强迫婚姻专项治理行动；并由民政部和全国妇联牵头设立强迫婚姻危机干预中心与全国统一举报热线；建立联合强制报告机制，构建公职监护预警与联动机制并完善法律法规与责任体系。
